It is just how he says isnt it? I was on set of a kids show at a mall when I was little. So I get he idea. First and for more Scott was not the boss. the lead actor yes, but it was an ensembel cast. They all worked off each other to make the show work. Generally the casting director cast the shows, and producers, and creators. A studio head has jumped in their at times and made them cast who they wanted. Scott at this time none of these creditionals when working on Charles in Charge. So he would not have made the choice on who was cast. but maybe gave an opinion. Even then the higher ups would make the final descions and do what they wanted. He had little decison in it. So he was not the boss!
